Abstract: Establishing an overall working system of flood control engineering schemes is the target of the strategic adjustment of the flood control and disaster reduction system in China. Non engineering measures are the pivotal aspect of the new overall system. After reviewing the processes of non engineering measures, and analyzing the universalities and particularities of the implementation of non engineering measures, main points of non engineering measures are discussed considering the practical situations in China.
